Rebecca Gasca began her work in drug policy while serving as the lobbyist for the American Civil Liberties Union (ACLU) of Nevada from 2008-2012. Driven by frustration at legislators’ lack of respect for cannabis consumers and operators, Ms. Gasca founded Pistil + Stigma in 2013 in order to bridge the gap between policy and the emerging cannabis industry, and was instrumental in crafting Nevada’s 2013 legislation regulating medical marijuana dispensaries and independent testing laboratories as well as lobbying local governments to adopt reasonable zoning and use requirements. To date, Ms. Gasca with her team of researchers and consultants have secured 24 provisional Medical Marijuana Establishment licenses in the competitively ranked process, including 12 dispensary permits in consultation with clients across the United States and Puerto Rico. In 2014, Ms. Gasca co-founded Greenlight Drafts in order to offer all aspiring cannabis business applicants an affordable and efficient option for operating at scale and in compliance. In 2017, Ms., Gasca and her team conducted a large scale review of the medical cannabis testing regulations across the 34 states with medical cannabis programs. Ms. Gasca remains an advocate in the industry, sitting on the Board of Directors for the Open Cannabis Project and speaking at a number of industry-wide conferences.
